Mr. Blackard was born August 28, 1946 in Goose Creek Texas. He held a master's degree in occupational safety and health engineering. As a veteran of the U.S. Army, he did three tours of duty in Vietnam, from 1964 to 1975. He earned two Purple Hearts. He was a Master Blaster Paratrooper, helicopter pilot, 82nd Airborne Division, 2/17 CAV Airborne Rangers. He was a resident of Anchorage since 1976. He retired from the Army in 1985. Mr. Blackard was employed by Arctic Slope Regional Corp. for 13 years. He was a member of Birchwood Community Church. Mr. Blackard received the Employee of the Year award at Industrial Indemnity. His hobbies included fishing, hunting, building his cabin in Ninilchik and writing stories. His family wrote: "He was a son, husband, dad, 'Paw Paw,' brother and best friend. He was a powerful presence in any situation, a goal achiever, a leader, and loved to make you laugh. We love him very much and will truly miss him." He is survived by his wife, Sherry L. Blackard; daughter and son-in-law, Tahnee and Dennis Donnelly; son and daughter-in-law, Bill and Melissa Blackard; stepdaughters, Deanna Roark and Heather Steeby; and five grandchildren, all in Anchorage; sisters, Rachael Abeyta from Colorado and Billie Atkins from Texas; many nieces and nephews; and his dog, Bou.
