Carl was the son of Jacob J. and Marie Jung Barlin. He was born in Oakland, Alameda County, California on December 26, 1896.
On June 5, 1918, Carl registered for the draft of WWI. His description is as follows: medium height and stout, with brown eyes and dark hair.
In the 1920 Census, Carl was living with his parents and working as a fireman for Southern Pacific Railroad.
On October 15, 1927, Carl married Leona Vielhauer (or Viellhauer) in Oakland. They had two children, Ronald Carl, born in 1931 and Carole Arlene, born in 1935.
The 1930 Census has Carl and Leona's family at 1668 Beulah Place in Oakland. They owned their home, which had a value of $6,500 at the time.
The 1932 California Voter Registrations lists Republicans Carl and Leona still livng on Beulah Place. Carl is an engineer for the railroad and Leona is a saleslady. Evidentally, Carl and Leona lived in the Beulah Place house for many years. Their 1944 Voter Registraton lists them at that address.
Carl died on January 7, 1952 in San Francisco, San Francisco County, California.
