James Mitchell Duggan grew up on a farm in Sevier County, Tennessee. He was a great-grandson of pioneer settlers Hugh & Margaret Duggan of Ulster. His father, Daniel Duggan, Jr., was a veteran of the war of 1812. Mitchell (as he was known) married Nancy Keeler, who was from a German speaking family group that came into Sevier County in the late 1700s. Nancy grew up on her father Joseph Keeler's horse farm. Together the couple raised twelve children: Matilda, Sarah, Joseph, Polly, Malissa, Susanna, Mahala, James, George, Leah and Mattie.
During the Civil War, Mitchell served as a 2nd Lieutenant with Co. B, 2nd Tenn. Volunteer Cavalry (Union). His family were involved in the service of Sevier County and of Tennessee. Mitchell's great-uncle Robert was a justice of the peace for Sevier County in the early 1800s. His uncle, Wilson Duggan was a state representative for many years, and his first cousin, Wilson Duggan Jr., became a Tennessee state senator.
Education was important in this household, with many of the children attending both high school and college. Eventually, two sons went on to become not only teachers but county superintendents of school for Blount and Knox county. Grandson Clay Duggan was a principal at several schools and a professor at New York University. Five other grandchildren became public school teachers in the years 1900 – 1920. More may come to light as further research is done on the family.
