Penelope was probably born in Hopewell Twp., old Hunterdon (now Mercer) Co., NJ, where her parents, Col. John Van Cleve and Elizabeth Moore, resided. She married Daniel J. Blackwell on 15 Nov. 1806 in Hopewell Twp. She probably also died in Hopewell Twp.
