Mildred McAfee was appointed in 1942 by President Franklin Roosevelt to head up the WAVES, which had just been formed. She was instrumental in laying the foundation for the organization, and fought for Navy women to have the same pay and benefits as the men. For her service to the nation, she was awarded the Navy Distinguished Service Medal, the American Campaign Medal, and the World War II Victory medal.

Prior to her appointment, she was the President of Wellesley College, from which she took a leave of absence to accept her commission as head of the WAVES.

In 1945, at the end of the war, she married the Rev. Dr. Douglas Horton and returned to Wellesley.

Mildred was the daughter of the Rev. Cleland Boyd and Harriet (Brown) McAfee, and the granddaughter of John Armstrong McAfee, co-founder of Park College, Parkville, MO.
