Joel Colley was born in Pittsylvania County, Virginia. He emigrated to Georgia in 1799 and was ordained a Primitive Baptist minister in 1815. Married Mary "Polly" Tillery in 1804, daughter of Joshua and Susannah (Ziegler) Tillery. They lived in Oglethorpe County, Morgan County, and Newton County. He was elected elder for 28 yrs. He helped to establish the Yellow River Baptist Association. Joel and Mary "Polly" Colley had 9 children.

joined the Primitive Baptist Church at Salem
in Oglethorpe County, Georgia February 1801.
Ordained as a Minister of the Gospel at Bethlehem
Church in the same county July 5th 1815.
was elected the first Moderator of the
Yellow River Baptist Association in 1824,
which appointment he held by
re-election for twenty-eight consecutive years,
and died October 11th 1851.
