Cecil was the son of Charles Walter Graves and Goldie Grace Hagan. His siblings were Mildred M., Mabel L., Helen E. and Hazel. Cecil's family moved to rural Johnson County and he graduated from Edgerton High School. He served in the Army and was a veteran of World War II.
He met and married Patricia Inez Hibler on September 30, 1954 in Kansas City, Missouri. They had one son, Terryl Pat, born May 7, 1956 in Kansas City, Kansas. Both Cecil and Patricia worked at West Haven Motel and Restaurant, the family business in KCK owned and operated by Patricia's parents, Ed and Inez Peterson. Cecil also was an auctioneer and a member of the Kansas Auctioneers Association.
Cecil, Patricia, and Terryl Pat were tragically killed in a car accident while on a family vacation to Colorado. All three were members of Grace Lutheran Church in KCK.
