Milton J Frazier/Frazer was the son of Catherine Turner Leavel and James M Frazier. He married Georgia Ann Miller, 12 Jul 1849, Rockcastle, KY. They had four children: James Mason, Eliza Catherine "Kate", Louis Monroe, and John Marshal.

Milton and Georgia left KY shortly after their marriage to claim 'donation lands' in Oregon. Individuals were required to be residents of Oregon before 1 Dec 1853 in order to be entitled to the land. A few years later, they returned to Rockcastle, KY before the birth of their fourth child in 1859.

Milton enlisted 30 Jul 1861 as a Captain with Company I, KY 3rd Inf Regt in the Civil War with service as a doctor. He became ill and died at home. His doctor, Josiah Joplin, stated that Milton "died at his residence on the 31st day of May 1862 of pulmonary consumption which disease I believe was contracted while he was in the line of duty in the service of the United States". Georgia's Widow's Claim for Pension states "That her said husband died at Mt Vernon, Rockcastle County, in the state of Kentucky, on the 31st day of May A.D. 1862. That her said husband died of disease contracted in the services of the U.S. That in March previous to his death he tendered his resignation (which was accepted) in consiquence (sic) of disability which originated from disease contracted." He is buried at Elmwood Cemetery, Mt Vernon, Rockcastle Co, KY near the plot where many unidentified soldiers from the Civil War are buried.
