Joe was born to Moses Asa Blankenship and Elizabeth Yeager. He married Lena Mae Clark Jones on June 19, 1941, in Sweetwater, Nolan County, Texas.

They moved to Modesto, CA, where Joe worked for the Grange Company Feed Mill for 26 years.

Joe died of arteriosclerosis at the age of 85 at Memorial Hospital in Modesto.
