Elmer was born to William Henry Trout and Emma Doris Funkhouser. He married Martha Margree Fishback on May 20, 1929. They had two children, Oscar Eugene and Blanch. He was a WWII veteran, having served in two campaigns in the Phillipines. The story goes that every time Elmer asked to tag along with his older brothers he was told he could not go because he was too little. Hence the nickname.
