St. Louisville was laid out in 1839 by John Bell and Stephen Ritter. Subsequently additions were laid out by John Evans and Wesley Coffman.
In the Ritter History written by George S. Ritter in 1935:
- Stephen was from Holand Twp, Nansemond Co., VA
- Moved to Wheeling WV after his marriage per Wheeling tax office in 1828
- Moved to St. Louisville OH when son Henry was 18

-According to census papers he is listed as illiterate and this is verified by sign papers that contain only his mark (X). It seems that this was not a factor with him becoming a financially successful person in his life. A note of interest is that Stephen signed his marriage bond with Henry Ritter, his future father-in-law, rather than with his wife to be as might be expected.
-Gravestone says Veteran but no record of service has been found to date.
-Occupation: Surveyor, Farmer, and bought and sold property.
-Property: 21/Apr/1841, Stephen Ritter bought 80 acres from James Beam for $400.
