Bill was born August 28, 1917 in Garland, Utah. His parents were James Malcolm and Cordelia Bingham Fraser. He graduated from Bear River High School, and served his country during WWII in the 222 Field Artillery. He fought in Saipan, Tinean, Philippines, and Okinawa. He received his honorable discharge on October 31, 1945. Following his return he married his sweetheart Barbara Kimball on November 8, 1945. He worked for Associated Foods for 30 years, and retired in September 1982. He later worked part time for Deseret Mortuary. Bill loved to work on his cars, and kept them in tip top shape. He was known and loved for his great sense of humor and teasing nature. He was a gentle and patient teacher passing his skills and knowledge to others. Bill was always willing to give service, and was especially kind to widows. He gave faithful and devoted service to the LDS church in many positions of leadership. For six years as Bishop of the Liberty Ward. He was always willing to help those in need. Family meant everything to him, and he was delighted as his children married and grandchildren and great-grandchildren expanded his posterity. He is dearly loved by family members and friends. He never failed to give sincere thanks for everything others did for him and for his many blessings. He leaves behind his devoted wife of 63 years, Barbara who has cared for him in failing health for several years. His son Jim and wife Joanne Fraser, his daughter Jean and husband Rod Young. 11 grandchildren and their spouses, and 21 great-grandchildren honor his memory, and are grateful for eternal families. His sister June and husband Bob Coe, and brother Keith and wife Mary Fraser also survive him. His many nieces and nephews have special uncle Bill stories to cherish. The family wishes to thank their special friends Jeff, Kim, Laura, and Rudy from Harmony Hospice for their love and care.

Funeral services will be held on Monday, March 16, 2009 at 12:00 noon at the Liberty Ward, 445 East Harvard Avenue, Salt Lake City. A viewing will be held on Sunday, March 15, 2009 from 6 to 8:00 p.m. at Deseret Memorial Mortuary, 36 East 700 South, Salt Lake City and one hour prior to services at the church. Interment: Larkin Sunset Lawn.
