A document titled "Family Record" lists Cohoon family information in various older-style handwriting. It lists the boy's year of birth as 1894 (no month or day). In addition, the boys are listed in the record following their sister Lillie Ethel (b. 30 July 1892) but preceeding another sister Minnie Alice (b. 29 July 1896). Also, they have a brother Ancil Harlin Cohoon (b. 17 Mar 1890). Thus, it a little more difficult to go with 1890 as the date of the twin's birth.
