US Navy Rear Admiral. Allen graduated from the United States Naval Academy in 1901. He was the recipient of the Legion of Merit and the Navy Cross. He was the commanding officer of the U.S.S. Sampson and later the U.S.S. Dent.

The President of the United States of America takes pleasure in presenting the Navy Cross to Commander Burrell Clinton Allen (NSN: 0-1620), United States Navy, for distinguished service in the line of his profession as Commanding Officer of the USS Sampson (DD-63) and later the USS Dent (DD–116) engaged in the important, exacting, and hazardous duty of patrolling the waters infested by enemy submarines and mines, protecting vitally important convoys of troops and supplies through these waters in offensive and defensive action, vigorously and unremittingly prosecuted against all forms of enemy naval activity during World War I.
