Rose Howe Krom was born Harriet Elizabeth Salmon, to Charles Chambers Salmon and Harriet Anne, née Halladay. Following the death of her father, she travelled to the US with her mother and brother John aboard SS Atalanta, arriving May 1867. She appears to have been renamed after her aunt, Rose Howe, wife of Elias Howe, the inventor of the lockstitch sewing machine.
