Son of an English tailor, James Fugle immigrated to Baltimore in 1867, where he soon established a thriving "ladies clothing emporium" on North Charles Street.
Fugle & Co. both made and sold ladies' clothing, and the trade prospered. He and his wife, Laura Walsh Fugle, were wealthy enough to keep a summer home in the Baltimore community of Waverly, and to travel to Europe.
James Fugle retired to the resort community of Mount Arlington sometime after 1900. The Fugles had three children: Frederick Walsh Fugle, Edith Fugle Campbell, and Helen "Nellie" Fugle Thompson.
