Civil War Union Brevet Brigadier General. A native of Massachusetts, Barney joined with the 9th Pennsylvania Militia in 1862 and was appointed Captain in command of Company B. In November 1862, he was commissioned a Captain in the Union Army and assigned as commander of Battery B, 2nd Pennsylvania Heavy Artillery. On April 1864, he was promoted to the rank of Lieutenant Colonel and transferred to the newly formed 2nd Pennsylvania Provisional Heavy Artillery, which had been created to take in the surplus troops of the original regiment. During the siege of Petersburg, the regiment was attached to the command of Colonel Elisha Marshall, commander of 2nd Brigade, 1st Division, IX Corps. On July 30, 1864, with Lt. Col. Barney in command, the 2nd Pennsylvania Provisional Heavy Artillery was assigned as the first line of Col. Marshall's lead charge into the Battle of the Crater. Seriously wounded in the fight, Barney was discharged due to his wounds in November 1864. For his services at Petersburg, he was brevetted Brigadier General of Volunteers on March 13, 1865.
