Former Westville mayor, Walter Duggan dies
DUGGAN, Walter Joseph - 83 Cowan Street, Westville, died Thursday morning, October 15, 1998, at the home of his daughter in Amherst. Born in Westville, he was a son of the late James and Annie B (Druhan) Duggan. He served as a councillor for the town of Westville from 1958 to 1963 and as mayor for the Town of Westville from 1963 to 1988. He was on the executive of the Union of Nova Scotia Municipalities and served as president from 1975 to 1976. He was director of the Canadian Federation of Mayors in 1975. He served on the Westville Board of School Commissioners from 1959 to 1982 where he acted as chairman from 1963 to 1982 and later as chairman of the Pictou District School Board from 1982 to 1988. He served as chairman of Glen Haven Manor Corporation from its incorporation in 1968 to 1988. He was a member and chairman for several years of the Pictou County Regional Assessment committee. He was a member of Aberdeen Hospital commission for 10 years. He was board member of the Home for the Aged and Disabled from 1961 to 1977. He was chairman of the Riverview Home corporation and later the Riverview Adult Residential Centre from its incorporation in 1977 to 1988. He was a member of Pictou County Power Board from 1959 until it was disbanded in 1964. He was a member of Pictou County Planning Commission from 1959 to 1988 where he served as president in 1978. He was presented to Queen Elizabeth II on July 14, 1976. He received, from Westville Rotary Club the Paul Harris Fellow Award in recognition of his services. The Walter Duggan Consolidated School was named in his honour. He was a member of the Church of the Holy Name, Westville and was a warden of the parish for many years. He was a member of the Knights of Columbus. For the past three years, he was a member of St Charles Parish, Amherst. He is survived by daughter, Mary James, Amherst; son, Peter, Halifax; granddaughter, Michelle, and grandson, Michael, as well as sister, Cavelle MacPherson, Westville, and several nieces and nephews. He was predeceased by his wife, the former Kathleen (Dolly) Mahoney; son Walter (Wally); sisters, Lillian MacDonald-Fraser and Mary; brothers, James, John Dan, and infant brother, JD. Visitation will be held today from 2-4, 7-9 p.m. and Sunday from 2-4, 7-9 p.m. in Eagles Funeral Home, Westville. His funeral service will be held on Monday at 10 a.m. from the Church of the Holy Name, Westville, Rev Reg Curry officiating. Interment will be in the parish cemetery. Donations in his memory may be made to the Holy Name Parish or to a charity of one's choice.
