Francis was born Mar. 15, 1835 in Otsego Co., NY, son of John F. Cutting and Sallie Chapin, also born in that state. He died Apr. 2, 1925 at Bloomer, aged 90 years and 17 days and was buried there in the Bloomer Cemetery. His military style gravestone is inscribed "Corpl. Francis H. Cutting Co. A 50 Wis. Inf. March 15, 1835 – April 2, 1925" and "Mother June 6, 1841 – May 27, 1917."

Francis married twice with his first marriag on Jan. 26, 1859 to Abigail Griffiths ending in divorce. Abigail was born June 6, 1841 and died May 27, 1917 at Bloomer, aged 75 years, 11 months and 21 days and was buried there in the Cutting family plot in the Bloomer Cemetery. Their three children were: Ellen Elmira, stillborn 5 Nov 1859; William Griffiths, b. 12 Aug 1861; & Emeline Lititia, b. 8 Apr 1863.

This was Abigail's second marriage, her first was on Nov. 17, 1887 to Foster J. Cook, whom she later divorced April 8, 1910 at Carlton, Minn..

On Oct. 29, 1918, Francis married Bernice Cook at Bloomer. She was born April 13, 1868 at Bloomer. Her date and place of death and burial are unknown. Children, if any, unknown.

Francis was a Civil War veteran having served as a Corporal in Company A, 50th Wisconsin Infantry.

Francis enlisted February 27, 1865 at Madison, Wisconsin, to serve one year as a Private in Company A of the 50th Wisconsin Infantry, and was mustered into Federal service the next day at the same location. At that time he received 1/3 of his $100 enlistment bounty and was listed as a 5'9" tall, 29 years and 11 months old farmer with brown hair, blue eyes and a fair complexion born in Otsego County, New York. His enlistment was credited to Burke Township, Dane County Wisconsin.

On March 8, 1865 Francis was promoted to Corporal. On the muster roll of Jan./Feb., 1865 it was noted that $5.56 was due to J. Shaw Gregory, Regimental Sutler for two months. On June 12, 1866 he was mustered out of Federal service with Company A at Madison, Wisconsin. On the muster out roll it was noted that he was due the remaining $66.67 of his enlistment bounty.

Francis returned to Wisconsin after his discharge settling in Auburn, Chippewa County Wisconsin. In 1876 he moved to Bloomer in the same county where he lived out the rest of his days.
