Mexican Campaign Medal of Honor Recipient. He was awarded the Medal of Honor for service at Vera Cruz, Mexico, on April 21-22, 1914 where he was serving as a Captain in the USMC. His citation reads: For distinguished conduct in battle, engagements of Vera Cruz, 21 and 22 April 1914. Capt. Hughes was in both days' fighting at the head of his company, and was eminent and conspicuous in his conduct, leading his men with skill and courage. He was awarded his medal on December 4, 1915. In World War I he would be decorated twice by the French government for bravery in action with the Croix de Guerre with Palm. He also was decorated for his actions in WWI by the Secretary of the Navy with the Navy Cross. He earned the Purple Heart earlier in his career. While in France he was promoted to Lieutenant Colonel, later rising to Colonel.
