She was the daughter of Henry Howe, Sr. and Estelle (Masters) Rathbun and wife of Harry Seth Cornish.

After attending college at National Park College in Silver Springs, Maryland, she was a secretary. During World War II, she was a nurse's aide at Faxton Hospital in Utica, New York. Prior to her death for eight years, she was the fire dispatcher for the village of New Hartford, New York. She was the first female deputy sheriff in Oneida County, New York.
