Journalist, public official. In 1912 he became staff member and executive news editor from 1937 to 1941 of the Associated Press. As United States Director of Censorship from 1941 to 1945, he administered a large voluntary code that sought to balance the constitutional right of freedom of press with wartime security needs. He also served as Chairman of the Motion Picture Producers (1946-1947) and Assistant Secretary General of the United Nations in charge of administrative and budgetry affairs (1947-1954). (bio by: K)
