Blair was born the son of George M. Burks and May E. Jordan Burks in Charleston, Kanawha, W.VA. When Blair was a young man of about 21 years of age, he migrated to Akron, Summit, Ohio.
Blair spent much of the last twenty five years as Deputy Chief in charge of vital statistics of the Probate Court. He was a member of the Akron Crime Clinic, the First Evangelical Church as well as the Church's Brotherhood.
Blair passed away Monday, October 20, 1950 after about a six month illness and was survived by two daughters, Mrs. June (Karl) Snyder of Painesville and Mrs. Betty Jean Daily of New York City; three sons, Robert D. of Lebanon, Tenn. and Jack W. and Paul D. both of Akron; two sisters Mrs. Margaret Vandale and Mrs. Olive Gallagher both of Charleston and thirteen grandchildren.
Interment was at Greenlawn Cemetery on Wednesday, October 22, 1958.
