Anna was born in Wheeling, WV, the third of 10 children of Charles and Theresa (Weber) Wilhelm, merchants. As a teenager, she worked as a seamstress in her father's store and learned fine needlework, an art which she passed on to her daughters. On November 12, 1872 she married Ernest Culley and moved to Liberty District in Marshall County, WV, where she became a highly respected member of the community.

She bore 11 children, experienced the sorrow of losing one in infancy, but raised the surviving 10 to be hard working, responsible adults.
