Charlie was born to Augusta Mallory Brockman and Dr. David Brockman as their only son in Marengo, Iowa when his father was practicing medicine there. In 1892, the family moved to Ottumwa, Iowa in order for his father to set up a new medical practice and and to help open the new Ottumwa City Hospital. Charlie graduated from the old Ottumwa High School, which was later turned into the junior high.

Charlie's obituary says that he was educated at Lake Forest College, the State University of Iowa (U. of Iowa now) and Iowa State College where he studied civil engineering. He was on the basketball team in 1909 for the University of Iowa's Hawkeyes.

The obituary said that he was a Captain with the 113rd Cavalry Regiment and Serv Tr. Company. Although another newspaper article in 1920 said that he was a Lieutenant in the 109th Field Battalion, an Ottumwa unit, having served overseas for several months. He also served for many years as the commanding officer of Ottumwa's National Guard.

On January 31, 1920 Charlie married Nora Weems. After a short wedding trip to Cedar Rapids and Mt Vernon, they returned to Ottumwa to make their home on Jefferson Street. They had a son, John, in 1921 and a daughter, Jean, in 1923.

Charlie served as a building inspector for the City of Ottumwa for 34 years (1919-1953). During that time he gained state-wide recognition for his studies on building codes and assisted in making a uniform building code for the state of Iowa. When the city's community swimming pool was built in the 1930s, he served as its manager for a number of years.

Nora died of a sudden and unexpected heart attack in February 1944 at the age of 49. Charlie died of heart failure in October 1953 at the age of 66. He had two sisters who preceded him in death, and was survived by two others, Louise and Helen. He was the grandfather of 4 at the time who called him "Gramps."

City Hall closed down for the afternoon of Charlie's funeral so that city employees could attend the funeral. The pallbearers were Mayor Herschel Loveless, Arthur Weems, Carl Weems, Harold Haller, Harley McClure and Maurice Stein.
