Thomas was born, 10 Apr 1899 to Joseph Henry Bard and Anna Alma Peer; in the small farming community of Webber, Jewell County, Kansas. The 1900 U.S. Census shows the family living about 140 miles from Webber in the small community of Beaver, Phillips County, Kansas. Sometime before 1910, they moved to Irwin, Woodward County, Oklahoma and lived in the area for some 15 years. The year 1927, finds him married and living in Clackamas County, Oregon.
Thomas married, Elva Cyrena Shibley in Springwater, Clackamas County, Oregon in 1929. Elva's parents were early home steaders in Springwater, Oregon. Thomas and Elva found farm land in Forest Grove, Washington County, Oregon and labored there most of their lives. They raised three boys and were an important part of their farming community.
The three children were Glenn, Gene, and Jack E. Bard. Jack was born with Down's Syndrome and lived at home most of his life. Jack helped care for his mother after the death of his father. When she broke her hip he was forced to move to a group home in Hillsboro, Oregon. He enjoyed his time there with his new friends. One favorite activity was bowling.
Today, a part of their farm is a Forest Grove city park with their name, Bard Park.
