JEFFERSONVILLE EVENING NEWS OBITUARY 10/28/1998
Funeral services for Ralph W. Bourne Sr., 93, of Jeffersonville will be held at 11 a.m. Friday, Oct. 30, at Sacred Heart Catholic Church, with burial in Queen of Heaven Cemetery. He died Tuesday, Oct. 27, 1998, at Clark Memorial Hospital. He was a chief engineer of the Louisville-Jefferson County Air Pollution Control Board from its inception in 1952 until his resignation in 1969. His role with the agency gave him a seat on the Kentucky Clear Air Commission. He was a native of Tarentum, Pa., and a member of the National Association of Power Engineers, Knights of Columbus and Sacred Heart Catholic Church. Survivors include his wife, the former Anna F. Tchinski; three sons, Bill Bourne, Jeffersonville, James Bourne, New Albany, and Joseph Bourne Bloomington; two daughters, Sister Martha Bourne, Knoll, N. Y., and Mary E. Bradley, Louisville; five sisters, Alice Loedding, Williamsport, Pa., Loretta Farland, Oceanside, Calif., Jeanne Plodinec, Aliquippa, Pa., Edith Lyons, Picqua, Ohio, and Grace Ioli, Pittsburgh, Pa.; nine grandchildren; and two great-grandchildren. Visitation at Coots Funeral Home will be from 4 to 9 p.m. Thursday, Oct. 29. The family requests that expressions of sympathy take the form of contributions to Sacred Heart Catholic Church Legacy of Hope Fund.

Ralph W. Bourne Sr., 93, died Tuesday at Clark Memorial Hospital. He was a native of Tarentum, Pa., chief engineer at Air Pollution Control in Jefferson County, Ky., and a member of the Knights of Columbus, the National Association of Power Engineers, the Air Pollution Control Board and Sacred Heart Catholic Church where he was a member of the men's club. Survivors include his wife, Anna Frances Bourne; three sons, James E. Bourne of New Albany, Joseph C. Bourne of Bloomington and Ralph W. "Bill" Bourne Jr.; two daughters, Sr. Martha Bourne of Mary Knoll, N.Y., and Mary E. Bradley of Louisville; five sisters, Alice Loedding of Williamsport, Pa., Lauretta Farland of Oceanside, Calif., Jeanne Plodinec of Alquippa, Pa., Edith Lyons of Picqua, Ohio and Grace Ioli of Pittsburgh, Pa.; nine grandchildren; and two great-grandchildren. Services were today at the church, with burial in Queen of Heaven Cemetery. E.M. Coots Sons Funeral Home was in charge of arrangements.

Louisville's expert on air pollution in the 1950's and 60s, Ralph W. Bourne Sr., died yesterday at Clark Memorial Hospital in Jeffersonville, Ind. He was 93. Bourne was chief engineer of the Louisville-Jefferson County Air Pollution Control Board from its inception in 1952 until his resignation in 1969. His role with the local agency gave him a seat on the Kentucky clean-air commission. Before a key vote, local board members apparently set in motion events that led to Bourne's abrupt resignation from the state agency. His successor cast the deciding vote to accept a watered-down version of the regulations on industrial dust emissions under consideration. Bourne was replaced in his local post when the local board decided he couldn't perform some enforcement duties because he lived in Indiana. Bourne served during a period when Louisville was struggling with air pollution but also trying to avoid antagonizing its industries. Bourne was a native of Tarentum, Pa., and a member of the National Association of Power Engineers, Knights of Columbus and Sacred Heart of Jesus Catholic Church. His survivors include his wife, the former Anna F. Tchinski; sons Bill, James and Joseph Bourne; two daughters, Sister Martha Bourne and Mary E. Bradley; sisters Alice Loeding, Loretta Farland, Jeanne Plodinec, Edith Lyons and Grace Iola; nine grandchildren; and two great-grandchildren. The funeral will be at 11 a.m. Friday at his church in Jeffersonville, with burial in Queen of Heaven Cemetery. Visitation will be at Coots Funeral Home in Jeffersonville, 4 to 9 p.m. tomorrow. Memorial gifts may be made to his church's Legacy of Hope Fund.
