Frances was born in Smithfield Township, Jefferson County, Ohio, to Ephraim and Mary (Lucas) Cattrell. She grew up in Jefferson County, partially in Springfield.

She graduated from Scio College in 1906 (it merged with Mt. Union College of Alliance, OH in 1911), and then took a post-graduate course at Emerson College of Oratory in Boston, MA.

Her career was primarily as a teacher in high schools and colleges. Her subject area was 'expression', or oratory, music, and drama. She is known to have taught high school in Alliance City, OH (1909-1910) and Ogden, UT (1918-1919); at Elizabeth College, Charlotte, NC (1910-11); at the College of Idaho, Caldwell, ID (1916-1918); and Women's College/Huntingdon College, Montgomery, AL (1927 - 1953).
She spent at least four summers in the 'teens at Yellowstone National Park in charge of recreation at Canyon Camp.

During the first World War she did some work for the YWCA in South Carolina and Utah, and later spent several years as Director and General Secretary of the YWCA in Emporia, KS.

In the mid-1920's she returned to Emerson College and earned a post-graduate degree in 1926.
She also took a summer course at Cambridge University in 1929, and afterward took a tour of Europe. Her friend and former housemate in Caldwell, Mabelle Allen, did the same.

After she retired she moved to Madison, WI, where she lived with a niece until her death in 1958.

According to one story, she was engaged to be married in the late 'teens, but her fiancee was drafted for the war and he went Missing In Action. She never married.
