Frank was born in Nobressart, Luxembourg, Belgium, the son of Nicholas DeVille and Marie Jeanne Neuberg.

On January 6, 1888, Frank married Anne Jungers in Nobressart. They had three children: Jean (May 25 - Dec 7, 1889), and twins Jeanne (July 10 - Sept 11, 1890), and Jean (July 10 - Aug 6, 1890). Anne died on September 21, 1890.

In January of 1893, Frank came to Minnesota. In 1893 his cousin, Susanna Catherine Feck, daughter of Dominique Feck and Marguerite Neuberg, also came to Minnesota. The were married on September 23, 1893, in Yellow Medicine County. They had 9 children, 7 of whom survived: Peter, Catherine, Agatha, Marian, Emma, Nicholas and Barbara.

On September 17, 1912, Frank committed suicide by shooting himself with a shotgun in the family home.

There is no marker for Frank's grave and the cemetery has no record of Frank's burial. His death certificate states that he is buried at this cemetery. The cemetery caretaker told me that Frank was most likely buried on the side of the cemetery where the indigent and other "problem" burials were located. He said that back in those days, people were ashamed of suicides and so he believed the cemetery did not record his burial.
