"Billy D. Black's interest in the North East School District began when his children started school, but if flourished long after that.

A member of the district's board for four years, Black was president in 1968 and 1969.

Dr. Bill Reagan, former district superintendent, said Black had worked with PTA groups since 1950 from the elementary to high school level. I have never known a layman who had more interest in schools." Reagan said.

He moved from San Antonio in 1970.

Black died Monday after a brief illness.

Born and reared in Houston, Black came to San Antonio and was employed as district manager of Elgin Butler Brick Co.

Reagan said Black was instrumental in getting the building program started in the district. Black was on the board when a great deal of construction took place. "He knew about construction because of his business and had firsthand knowledge. He wanted to help build the community, " he said. "He was interested in young people and was a giving person," Reagan said.

Black was also interested in special education and was supportive of new development in that area, Reagan said.

"I remember him being a tremendous stickler for integrity and honesty," he said.

He is survived by is wife, Mary "Dee" Black of Dallas TX, Ex-wife Bettie Pearson Black of San Antonio TX. son, Billy D. Black Jr. of San Antonio TX; daughters Andrea Dombrowksi and Joan Schott, both of San Antonio TX; stepmother Mabel Black of Houston TX; brother, Bruce Black of Houston; sisters, Genevieve Hubley (sic Hubly), Elizabeth Reichert and Hazel Hardy, all of Houston TX, and two grandchildren Christopher Ryan Dombrowski & Michael James Schott.
