Panamanian Politician. Educator. Born in Aguadulce, Mendez Pereira completed his superior education in Chile. Upon his return to Panama, he took a position at the Instituto Nacional. He later served as Secretary of Education in the cabinet of President Rodolfo Chiari (1924-28), where he promoted libraries, instituted National Book Week, and established national and international book fairs. He produced a prolific bibliography of books, articles, and pamphlets consisting of speeches, biographies, histories, translations, and educational instruction. However, he is best recognized as a founder and first rector of the University of Panama in 1935. (bio by: BluGraver)
