In Kirksville, Missouri, Baldwin created the North Missouri Normal School and Commercial College in 1867. In 1870, the Missouri Legislature sought to create a state normal school system and Baldwin offered his school. Baldwin was named President of what is now known as Truman University.
Baldwin was the third president of Sam Houston Normal Institute (now State University) (1881-1891). He resigned from SHNI to accept the newly-created Chair of Pedagogy at the University of Texas, a position he held until his retirement in 1897. He remained in Austin until his death.
