I find him in the 1900 census, the son of Louis or Lewis (image is a bit ambiguous, having extra markings over his name - it was transcribed as Louis) Browning, with sister Hattie M Browning, in District 1 of Charlotte Twp, Bates Co., MO. Father Louis was born January of 1856, sister Hattie in October of 1885. His father was a widower, and born in Missouri, with Brough's grandparents listed as from Kentucky and Missouri. He and his sister were born in Missouri, and their deceased mother listed as born in Illinois.
I don't find him in 1910, but in 1920, he 31 and is in Philadelphia, Pennsylvania, District 907 of Philadelphia Ward 28, with (apparent) wife Teresa, age 29 (transcribed as 24, but the image definitely says 29), employed as an ironworker at an arsenal, and boarding at the residence of Levi Charnick (though it appears to actually be an incorrect transcription of Chadwick). His wife is listed as being born in Michigan of Canadian parents.
