James Frank Officer was a civil service employee of the State of Tennessee. He worked many years with the Tennessee Department of Transportation. In 1965, He became a Tennessee State Trooper primarly in Fentress, Overton and Pickett Counties until his retirement from state service. He was elected as sheriff of Fentress County Tennessee in 1994. He passed away from circulatory system complications
