Hugh was the son of Thomas Sanford, Jr. and Harriet (McCarley) Ballard.
His father was a Methodist minister. After his father's death in 1891, his mother moved with her children back to the McNeil community to be near the McCarley family.
Hugh was married twice. His second marriage was to Edler Pearl (West) [Biggs]. They had no children.
There may have been a headstone at one time, but no headstone found today.
