The son of Philip & Margaret (Schuler) Fetrow, in 1860 he was a laborer presumably living in Conewago Township, York County, Pennsylvania, although that township lacks a census for that year. He is, however, listed in the 1863-65 draft registration residing in Conewago Township. By 1864, he stood 5' 6" tall and had brown hair and brown eyes but was later reported to have dark hair and blue eyes.

A Civil War veteran, he enlisted at the stated age of eighteen in Harrisburg with the regular army February 8, 1864, and assigned as a private to Co. B, 10th U.S. infantry. Wounded at the battle of the Wilderness either on May 5 or 6, 1864, he is listed as a deserter to date July 30 through November 4, 1864, whereabouts unknown. Apprehended, he explained that he had been wounded in the battle, but a general court-martial found him guilty of desertion and sentenced him to forfeit all pay during his away time and to make up the lost time. He honorably discharged at term's end May 15, 1867, at Fort Snelling, Minnesota.

He married Margaret Anderson May 16, 1869, in Strinestown, York County, but she died childless the following year. In 1890, he was living in Fairview Township, York County, but died in nearby Lisburn, Cumberland County, from "chronic interstitial nephritis."
