Joe Edward was the son of Clyde Edward Browning and Dora Alice (Springer) Browning. He was born in Crane, Stone County, Missouri, in 1912 and lived in that area for the first years of his life. At some time around 1930 the Browning family moved to northern California. In the 1930 census Joe Browning was registered in Plumas County, where he was employed in the logging and lumber business. On January 3, 1931, Joe married Ethel May Pankey in Susanville, California. During WWII Joe and Ethel's family lived in Hayward, California, where Joe was employed as a welder in the shipyards. After the war they lived in Oregon and California. In 1963 Joe and his son established the Browning Lumbar Company in Redding, California, and operated that business for number of years.
