Colonel Bates first joined Company G, of the 17th Infantry, in August of 1895. He was discharged at Fort Leavenworth, Kansas, in July of 1898 to accept a commission as 2nd Lt. He was promoted to Capt. while with the 27th Infantry. He was both a Spanish-American War veteran and a World War I veteran. He was awarded the Cuban Pacification Campaign medal, the Philippine Campaign medal and the World War I Victory medal with Somme Offensive, Ypres-Lys and Defensive Sector campaign bars, with the Silver Citation Star for gallantry.
