Franklin was the son of Smith Atwood and Nancy Goodson. He married Agnes Rea Luscomb on October 22, 1908. He was the prosecuting attorney for Carroll County, Missouri from 1915-1919, and served as a delegate to the Missouri State Constitutional Convention in 1922. From 1925-1935 the served as a supreme court justice of the Missouri State Court. He was a member of the Baptist church. He was an attorney by profession and was a member of the American Bar Association. He also was a member of the American Judicature Society. He was a member of the Order of the Coif, the Freemasons. He was a member of the Phi Delta Phi and the Phi Gamma Delta. He died in the Atwood Hospital of a coronary thormbosis. His funeral services were handled by the Standley Funeral Home and was interred in the Oak Hill Cemetery.
