Mr. Dalton was born in Illinois and graduated in 1935 from Rocky Mountain College in Billings, Mont., with a degree in business administration.

During World War II, he was commissioned a lieutenant in the Navy. After the war he joined the Naval Reserve and retired as a lieutenant commander.

He was active in several professional and social organizations, including a term as president of the San Diego Insurance Adjusters Association. He had been a member of the Point Loma Masonic Lodge, the local Scottish Rite Free Masonry and the Al Bahr Temple.
