He was born in Ensenada, PR and graduated High School and vocational school where he learned plumbing. Before he married he serenaded his bride-to-be, with guitar and song. Shortly after getting married, at age 23, he was drafted into the Army and served in Hawaii during WWII, from 1942-45. Unable to find employment in P.R. he left for NYC in 1950 and two years later, after securing employment as a building handyman and plumber, sent for his wife, Benita and daughters, Milagros and Miriam ages five and six. He was to stay at the same Union 32B job until he retired at age 62. At work everyone who knew him referred to him with affection as 'Mr. Cin'. 'Mr. Cin' was well liked by the tenants at the building where he worked as he always had a smile for everyone and was known as a kind and soft spoken man.

His favorite hobbies were baseball, politics and reading the Daily News, a paper he read religiously. As a younger man he liked to dance and would join his wife and daughters in dancing the 'merengue' at family parties. He was also a 'secret poet' having been observed at least once, reciting Spanish poetry quite eloquently. He loved Spanish music, particularly the songs of the 1930's and 40's.
