Bolinger served in the Civil War as Colonel, 7th, PA Reserves. On March 13, 1865 he was appointed Brevet Brigadier General, USV.

The son of Christian Jacob & Eliza Forset (Kirk) Bolinger, in 1860, Henry Clay Bolinger was a clerk living in Lock Haven, Clinton County, Pennsylvania. He married Mary Elizabeth Smith and fathered Elizabeth Ann (b. 01/01/56 - married Charles M. Elliot), Harry Calvin (b. 01/05/58), and Lillie "Blanche" (b. 02/??/62). He stood 5' 11" tall and had dark hair and blue eyes.

A Civil War veteran, he enlisted in Lock Haven April 24, 1861, and mustered in Washington DC July 27 as 1st lieutenant of Co. D, 7th Pennsylvania Reserves (aka 36th Pennsylvania Infantry), but promoted to captain June 26, 1861, lieutenant colonel May 5, 1862, and to colonel June 1, 1862. Charged for "abandoning his post" on picket duty, a court-martial found him not guilty of all charges and specifications. He was honorably discharged at term's end August 19, 1864.
