Billye Ruth Rodgers was born on February 23, 1931, in Neodesha, Wilson, Kansas, the daughter of Major Bill and Dora Elizabeth Towery Rodgers. She grew up in Independence, Montgomery, Kansas. She married Martin James Wagner in Independence on December 20, 1953. Their children were Elizabeth Karen, Elaine Ann, and Bruce Martin.

Billye Ruth was an accomplished pianist and organist. She earned a Bachelor of Music degree from Pittsburg (KS) State University in 1954 and a Master of Music degree from Indiana University (Bloomington) in 1956. She and her family moved to Dallas, Dallas, Texas, in 1958, where she lived the remainder of her life. She died at her home from a stroke, a complication of disabling injuries received years earlier in automobile accidents, on August 27, 1995. She is buried in Restland Memorial Park.
