James C. Bailey was born in Lyon County, Nevada in 1907. He was educated in the public schools at Fallon, Nevada and received his B.A. degree in Arts at the University of Nevada.

James was superintendent of schools in Yerington, Nevada, following his discharge from the navy. He was on the football coaching staff at the University of Nevada. He also served several years in the Nevada legislature.

Following the death of his first wife, Alice (Lemaire), he was married to widower Mrs. Lola (Maionchi) Bronson in Carson, Nevada on September 14, 1946.

He was survived by his wife, Lola, and four children: Kathleen, Phinnie, Sherrill and James Jr.
