Frank was the son of Freeman and Elvira (Richmond) Andrews. His father relocated to Lewiston when Frank was about ten. His father was a grocer and boarding house proprietor. Freeman was also a Quaker minister and elder, and his mother was a deaconess.
Frank married Lizzie Dunham Turner in Leeds on September 22, 1876. This couple had two children. Their first daughter, Maude, died in infancy. Their second daughter, Blanche, was born about 1881.
Frank settled in Livermore Falls, where he worked as a mechanical engineer specializing in water wheels, a painter for the paper mill, and laborer in the woods. He was active in town affairs, was road commissioner for many years.
His wife Lizzie predeceased him in 1932. In his later years Frank lived with his daughter Blanche and her husband Frank Brown, who were residents of Livermore Falls.
He died in his home in Livermore Falls after a long illness.
