While his death certificate shows his year of birth as 1878, he stated on his WWI draft registration that he was born 20 Sep 1879. Waters is believed to be his first name.
Mr. Bumpass's father was Thomas Jefferson Bumpass and his mother was Caroline Louise Jett who reportedly died giving birth to him. After his mother died, her sister Lucy Ann Jett Hassler took him in. His grandfather was James Monroe Jett and his grandmother was Elizabeth Ruth Owens.

The 1930 Census showed him still living with Charles and Annie Jett in Union, Franklin County Missouri. Charles S. Jett was a younger brother to Caroline Jett, Water's mother.
Charles & Annie Jett, along with Eliza Jane Haines Jett (Charles first wife) and four of Charles & Annie's children also rest here at New Bethel/Nubbin Ridge Cemetery.
