Frank Alver Collard was the eldest in a large family of Oregon pioneers. He never married. After service in the Phillipines with Co. A of the Second Oregon during the Spanish-American War, he went to work as a timber cruiser. Most of his adult years were lived on a homestead, claimed in 1902 at Minerva on the Siuslaw River at the Oregon Coast (the nearest current city is Florence, OR). He is buried in the family plot at the Friends Cemetery, Newberg.
