Born February 10, 1924 in Monroe County, he was the son of Fred and Verna (Anderson) Deckard. He was a graduate of Smithville High School. Blaine served in the US Army Air Force during WWII and was stationed in India. He retired from the US Postal Service where He was a letter carrier for 40 years. He enjoyed woodworking and model building. His memberships include the Sons of the American Revolution, National Association of Retired Federal Employees and the National Letter Carriers Association #828. He was member of the Northside Christian Church and attended the the Woodhaven Christian Church.
Blaine was survived by his wife of 65 years, Wanda (Frye)Deckard of Bloomington: a daughter Beverly K. Brown and her husband Steve of Bloomington; grandson Sean Brown and his wife Kelly of Burlington, Ky; great grandson Ethan Brown of Burlington,KY; sister-in-law, Hazel Sego and her friend Jack Burge of Indianapolis; Nephew Keith Frye and his wife Vera of Bloomington; niece Marcella Deckard and her husband Kenny of Bloomington; and several great nieces and nephews.
He was preceded in death by his parents, and one brother, James L. Deckard.
Burial was Thursday, September, 2009.
