Troy was the son of George W. Howell and Olive Myrtle Williams, and brother of Arlin, G. Erwin, Raymond and Richard.
He married first, Julia Hattie Moore in January 1941 in Butte, Silver Bow, Montana, USA. They had one daughter, Carol Yvonne Howell, before they were divorced.
Troy married secondly, Arlene Elvera Skoog, on 30 April 1946 in Boise, Ada, Idaho, USA. Their son, Ronald William, was born after Troy left Arlene. Divorce was granted to Arlene in 1954.
His third marriage was to JoAnne Zedler, with whom he fathered Troy, Barbara, Roger and Eddie. This marriage also ended in divorce.
Troy Howell and his brother, Raymond, were killed in a plane crash along the North Fork of the Salmon River, in Idaho. They were on an adventure looking for gold (which was one of their hobbies). The family buried Troy under a large pine tree near the crash site.
