Charlotte was the fifth of eight children born to Harry Jones Keibler and Nellie Margaret Shannon. In 1917, Nellie, who was pregnant with their ninth child, fell while going out of the house into the back yard and died a day later along with her unborn child. The following year, Charlotte's father Harry died during the Spanish Flu epidemic.
Charlotte continued to live in Wilkinsburg with her siblings, while being raised and cared for by her elderly grandmother, Mary Ann Keibler. Around 1922, due to the failing health of her grandmother, Charlotte entered the Masonic Home orphanage located in Lancaster County, Pennsylvania. She remained there through high school and then obtained her nursing credential for the career she continued throughout her life.
